It's your idea of course, so this would all be up to you, but it would also be fun to, along with your own cards, make blank format versions so other people can contribute their own.
Of course you would have final say if they would go into the collection (or if they needed nerfed).

The core will be the characters. You are not a "wizard" character as in Yu-gi-oh. You don't get to cast spells or effects on a player unless you have a character capable of it on the field. The characters are your avatars, without them you got nothing. Each character has varying abilities and can radically effect what "actions" and "special actions" will do.
If you pull a "fireball" special action, I'll discuss these in detail when I have them well worked out, and you have Enyubis as the casting character, then the attack is weak because he is not very powerful on attack. Some characters carry special actions of their own and Enyubis has several. But if you have Mau use the same action, it can be devastatingly powerful.
This is obviously early on because balancing still has not been built in yet. But Its coming along.

If special melee moves are threaded like spells and as the different characters are sometimes more talented in a certain direction (Tahm for example or Cleopacrta), it would make much sense to give the more special spells different elements like fire, shadow (>> ShadowSpear or Genohn) or martial arts (moves, shockwaves, escaping an attack by reflexes) for example.
Another aspect that would fit better when adapted would be mana, as it made sense that the characters produce it, so you have supporters and some blasters who need the extra mana from the supporters to be really devastating.
